According to an independent committee set up by the World Health Organization the world is not properly prepared to respond to a full on influenza pandemic. They said that if an influenza pandemic or a similar global public health emergency was to occur the consequences could be extremely serious.

The Review Committee recommended that a global public health corps should be set up which would consist of experts, doctors and public health professionals that would be specifically entrusted to deal with the outbreaks of influenza pandemics and any other health emergencies.

The report also said that health care delivery systems needed to be strengthened and a special fund should be set up to provide financial support when needed. The report's authors noted that despite a few positives successes with regard to the swine flu pandemic which broke out in 2009 much more would have been needed to be done if the virus had been more virulent and more dangerous.
